[OKDXA] VK9APX - Lord Howe

Hi Perry,

If the QSL says Lord Howe Island on it, and the ARRL received the proper
documentation for the operation, it would count for Lord Howe.  Australia
has started issuing calls for some of the VK9 territories that don't follow
the traditional structure where the first letter of the suffix determined
the entity.
