[OKDXA] License Question

Hello, Jerry.

I am a Volunteer Examiner.  On 06/10/2014 the ARRL and the FCC changes the rules to make
remote testing allowed.  However (and this is a big however) they didn't define or list
what was allowable.  The ARRL had previously approved remote testing for Alaska but that
was via a video conference link between the VEC, the VEs, and the people taking the
test.

Bottom line, it is do-able, but I don't know how we would do it with someone in Brazil.

A friend in Brazil who is an American citizen desires to get his ham ticket. An OT like
myself he rarely comes to the states but would like to get an American license so he
then can be allowed to operate in Brazil. I suppose after getting a license there based
on his US license.

I took a look around the ARRL site but didn't find (quickly) any info on how he might be
tested "remotely" for say at least a General class license.
I can provide him with necessary study materials and he also wants to capture the magic
of the Morse so he will study on that too although no longer needed. In High School he
regularly would sit on a wooden crate and watch me operate and says he wishes he had
gotten a ticket many years ago.

Any help or direction will be appreciated.
