John,
I worked the VK0IR Heard Island Dxpedition on 25 Jan 1997 on 20 meters SSB with a 100 watts and a 20 meter dipole at 35 feet. Solar Flux at the time was around 72-75. Clearly with today's declining HF conditions the upper bands (10/12) are unlikely to produce a contact. Your best bet is 20 meters and below.
