IMHO the problem in activating a totalitarian government is:  Any official except the top dog that says yes to anything is placing his personal and professional life in serious jeopardy, but they can decline all request with relative impunity.  I see this tendency even in American administrations.  When the top guy in DPRK decides that a DXpedition is OK, the lesser officials will be very helpful in making it happen.  I think in this case the P5DX leaders saw the prospect of a DPRK DXpedition as a good possibility and may have moved too quickly without financial approval in advance.  Also, the burden of keeping this out of the news until they would go on the air is an unrealistic requirement by DPRK.
