[OKDXA] DXCC for Mobile Operation

Hi Coy,

I am not sure.  It kind of depends on whether the ARRL wants to make it a
more "serious" DXCC like they do with the band/,mode endorsements, or less
serious, as they do with the QRP DXCC.    It might be harder to get QSLs
that indicate that you were mobile, but that would lend more creditability
to it, in that you wouldn't just be relying on the word of the applicant.
