It could be that as of now they only sent up QSOs to LOTW for those
callsigns who are listed as sponsers in the "Individual DXers" page on
their website.   I don't know if this is the case or not but I do know 
from past experience that some DXpeditions send Qs up to LOTW early for
those who contribute a certain amount.

In my case all the Qs with K1N for various band/modes are all up there on
LOTW as being confirmed. I don't know if the ARRL DX desk has yet announced
that the K1N paperwork has been received by the ARRL and that K1N QSLs count
for credit for Navassa.
