It is quite possible I will have to resort to remote operations in about a
year do to a change in residence, i.e. antenna and space restrictions, so
this discussion is of great interest to me.
The only element of the proposed DXCC rules on remote ops that I find of
keen interest is the distance between the operator and station location.
200km is a mear 125 miles (presuming straight line). This would disallow
contacts by operators who were away from their home station for a variety of
reasons.
The 'fairness' factor is a false flag. Having a 1.5kw amp, a 150' tower,
stacked phased beams, and the latest/greatest rig could also be considered
'unfair'.
I would offer the limit not be between the operator and remote station
location, but between transmitter and receiving sites, i.e. 200km.
