I wrote some software to scan the data from the PDFs that ARRL generates every day so I could count the number of DXCC certificates of various types that valid at any given time.
I started doing this in 2008. A summary of this info is below. It is interesting to note that there was negative growth in the mixed DXCC from 2010 to 2011.
Also note that the number of people on the mixed honor roll during the summer of 2012 is very nearly the same as the summer of 2008. The number of people on the mixed honor roll went both up and down from year to year during this time.
There are probably a lot of things that contribute to DXCC participation: growth of amateur radio generally, propagation, interest in the DXing segment of the hobby, and the median age of DXers who with various award categories in the DXCC program. My guess is that the honor roll numbers are especially weighted to older DXers which makes these numbers volatile due to operators becoming silent keys.

TABLE 1 - DXCC TABULATION AS OF JULY 30, 2013
Callsigns Honor Roll USA Callsigns[1]
------------------------------------------------------------------------
Mixed 22754 4476 12134
CW 10081 1415 5862
RTTY 3320 128 1493

Note 1: In this tabulation USA Callsigns are defined as all callsigns
starting with K, N, W, or AA-AL

TABLE 2 - DXCC MIXED CERTIFICATES THAT ARE ACTIVE
Date Callsigns Honor Roll
----------------------------------------
Jul 30, 2013 22754 4476
Jun 22, 2012 21470 4176
Mar 27, 2011 19185 3806
Jul 25, 2009 18412 4374
Jul 23, 2008 17570 4146
Note: The number on the mixed honor roll is about the "same"
in the summer of 2012 as it is in the summer of 2008. This must mean
that the number of newer honor roll members just about balances out
DXCCers who have become silent keys.
