[OKDXA] 10 meter contest conditions

Yep, that's the magic of 10 m: when it's open, it's really OPEN and signal levels become nearly uncorrelated with power levels, but when it's not open no amount of power will make the path. AND... You never really know which dichotomous state it's in until you give it a try!
