[OKDXA] 10 meter contest conditions

Now wait just a minute, there, Tim :) I think we do pretty well forecasting the weather! 

Y'know why the Universe provides people that forecast solar conditions, don't you? The same reason it provides economists to forecast the economy: to insure that weather forecasts look good!
