[OKDXA] South Orkneys

These are all *actual temperatures.* The Nowata mesonet station 
actually got down to
-31F. One of the stations (I've forgotten which right now) had the 
lowest ever recorded wind chill of -47F but the others are all actual 
air temperatures.
