Tad Cook, K7RA, had this to say about that very article in this weeks
Solar Bulletin (http://www.arrl.org/news/stories/2009/09/04/11056/?nc=1)

"It is important to note that most of their measurements are after the
peak of Solar Cycle 23, so this may be normal during the decline of a
cycle, not just this one. Also, when they say there may be no sunspots
by 2015, this is an extrapolation. Since we do not know what has
happened in previous cycles regarding this more accurate measurement
of magnetic fields from sunspots, it may be unrealistic to assume that
the trend will continue."
Of course the study's authors themselves say much the same thing, only
that quote is at the end of the article, not in the lede! :-)
