Sorry to interrupt some good ol' French bashing, but I read the
complaint and the two main points... That club stations do not qualify
for CEPT clearance and that the 'control operator' of the club call used
was not on-site... Should be valid considerations for the DXCC desk.

Technically the DX'predition was using a bogus call by French comm regs
and IMHO the ARRL should not validate what could be considered a bootleg
operation.
