[OKDXA] ITU Membership Requirements

I found the ITU membership requirements on the web at:
http://www.itu.int/members/mbstates2/index.html I appears that the 2/3 or
member states must approve for membership. The text follows:

State Membership - How to become a Member State 
If the State is a Member of the United Nations:
it becomes a State Member of the ITU by acceding to its  Constitution and
Convention. Such accession shall be made simultaneously in the form of one
single document covering both the Constitution and the Convention.

this "instrument of accession" is then deposited with the Secretary-General.

If the State is not a Member of the United Nations:
the application for membership needs to have a secured approval by
two-thirds of the Member States of the Union.

After approval the procedure is the same as described above in the form of
one single document.
