According to the DXCC criteria Kosovo either has be recognized by the UN or
by the ITU.
Event: An historical occurrence, such as date of admission to UN or ITU that
may be used in determining listing status.
St. Barts was listed because:
c) The Entity contains a permanent population, is administered by a local
government, and is located at least 800 km from its parent. To satisfy the
"permanent population" and "administered by a local government" criteria of
this sub-section, an Entity must be listed on either (a) the U.S. Department
of State's list of "Dependencies and Areas of Special Sovereignty" as having
a local "Administrative Center," or (b) the United Nations list of
"Non-Self-Governing Territories."

It is also interesting how the US refused and still
refuses to recognize Somililand because we don't want
to encourage African nations to split up, but yet we
went troops to support European nations to split up.
St. Barts is a little different since it falls on the
list of US non-nation self governing terrorities or
something like that. The fact that France allowed St.
Barts to achieve greater self governance is what made
the difference. Serbia is opposed to giving Kosovo any
greater self governance.
I think we will see a couple of new countries come out
of the PJ islands as a couple of them are getting self
governance status soon-similar to what Aruba achieved
in 1986.
