[OKDXA] 3b7C QRT-where to next?

I forgot 3C0, which should fit the bill.  Missed the last DXpedition there
as the Spanish Navy showed up before I worked them.  Too bad it wasn't a
French possession instead.  The French Navy would show up and immediately
surrender to the DXpedition team.
