As we reported yesterday UA4WHX, Vladimir Bykov, is now in Rwanda
after  almost a decade of no activity from this rare one.  Vladimir
says he is  operating from "the house of the regulator" who is a
Colonel from the Rwandan  Defense Ministry.  He is 9X1AA, Diogene
Mudenge, and is "trying to put  together an Amateur Radio society in
Rwanda.
