I wrked this guy from Tokelau in Feb and hv been trying since to get a  
card.Hv sent 2 emails to his QSL mgr HA8IB with no response. I finally found his  
email adr and this was my reply after sending a SASE and an IRC.

It's really funny that Charlie (HA8IB) has failed to aswered your messages,  
it was certainly his fault. But your fault is not to have read carefully my  
QSL-policy indicated on my website at QRZ.com, according not an IRC but 2 green 
 stamps is to be enclosed. The reason is rather simple: I pay a handsome fee 
to  my mgr for his work taking care of the QSL-business of all my  Dxpediitons.
