Guys,
I hate to state the obvious but sometimes it's needful.
Obviously, the only way this special call and awards
idea is going to work is IF those who are applying for the special calls 
make SURE they're going to have their call on the air for a substantial 
period of time.  I would say we would not want to limit the 'worked all the 
letters of Oklahoma award' to just the OKQP, that would be too limiting to 
those who trying to achieve this, but if they can work all the specialty 
calls on whatever band or mode, that would do the trick.  I would think it 
would be a virtual impossibility for someone to work all the letters on all 
5 bands because undoubtedly there will be some of the specialty calls who 
don't operate on certain bands.
It also occured to me that if we can't get enough people to apply for ALL 
the letters spelling out Oklahoma, we might end up with gaps.  I hope that 
does not happen.
