[OKDXA] New DXCC Country #337 - Swains Island

It seems like the starting date is wrong.  What
happened on July 22, 2006 in Samoa that changed the
classification of American Samoa? Nothing!  Its
political situation and status hasn't changed
recently, from what I know, and Swain's Island hasn't
drifted further away all of a sudden, leading to it
finally passing the separation point in terms of
distance on July 22.  It just seems that the DXCC
board made the decision on that date, but the
activation date should be retroactive to when the DXCC
rules were changed (since American Samoa and Swains
Island) met probably met the rules on that date, or on
the date that they did meet the rules.  The activation
date should not be based on when the ARRL reached that
decision.

I worked YU6 last night for #310, and then saw this
message, once again putting me further away from Honor
Roll.  Sometimes you can't catch up, no matter how
hard you try HI HI.  This does seem like a fairly
"contrived" country, though.  I hope we don't see a
lot more of this in the future.
