[OKDXA] CW as a 'Lid Filter'

I fully agree. Every argument which has been given
for doing away with the CW exam also applies to the
written exam, so I believe it should go as well. If we
are going to throw open the floodgates to anyone who
wants on HF, lets stop pussyfooting around and let
everyone in.
