[OKDXA] VU4 vs Kure

I was reading the article about the K7C DXPedition in the May 2006 QST and came across this statement:

"Bad news fro the ops arrived around the same time that DXA went down: Europe was mad.  They heard us working JA and NA, but not much EU.  If we didn't do something in the next day, we were going to have a public relations disaster on our hands."

Now I understand that Kure is difficult to work from EU, but does failing to work every EU station that calls constinute a public relations disaster?  What makes them more entitled to work K7C than anyone else.  If the VU4s don't work enough NA station, is that also a public relations disaster?

It seems that this happens everytime a DXPedition occurs close to NA or SA.  The cluster is full of EU stations complaining how it is a NA only dxpedition, or it is the worst DXpedition ever, etc.
But when a DXpedition sets up in EUs backyard (FT5XO, VU4, TO4E) we rarely see NA stations on the clusters complaining that it is an EU only DXpedition, or the worst DXpedition ever.

Looking at the chart for the K7C dxpedition, 9773 QSOs came from zones 14, 15, 16, 20, or 40.  Now a few in 20 and 40 may not have been in EU, but that total represents 18.7% of all QSOs with European zones.  If the VU4 operations don't achieve a 18.7% QSO rate with NA, do they become public relations disasters?

So just when did certain continents become entitled to having a DXpedition focus exclusively on them?  I wish someone would go to VK0H or ZS8 and focus exclusively on W5 land.
