It is not on the Outgoing Bureau's list of countries without a bureau, =
but
this is the method Frank has told me to use to get a QSL card.  I think =

have five cards from him, so I know it works.  I have spent a lot of =
money
on QSLing because I go direct on most everything, but I get good =
results,
96% confirmed, with several of these worked in the last couple of weeks. =
 So
I would say that this method works.  Give him a shot, he does a good job =
of
turning around the cards.
