I have a card from him for 30 meters and 40 meters. 
If I remember right, he returned it through the buro. 
Believe I sent 1 green stamp, as I only use IRCs if
the operator specifically requests them, or if the
country doesn't seem safe to send US cash to.

Good luck in getting the return.  If you really need
V51, get on PSK.  V51GB and V51KC are on 15 meter PSK
almost every afternoon.  Worked them on consecutive
days a couple of weeks ago.
