[OKDXA] Worked all Oklahoma award

I believe that the rules for the WAOk award should stand as they are. Control should remain with OKDXA. Anyone who has worked all the counties has cards proving that effort. This is required the first go-around. 
Maybe it could be relaxed to the extent that anyone could submit the cards that earned the other award as proof.
Also, is there a start date for the OKDXA award??????
