[OKDXA] RTTY Signal Near 10132 kHz?

Curiosity has gotten the better of me and after quite some time I have to 
ask: Does anyone know what the RTTY signal around 10132 kHz is?  I've tried 
all sorts of ways to decode it: 5 , 6 , 7 and 8 bits, 1, 1.5 and 2 stop 
bits, 45, 45.45, 50, 56, 75, 100, 110, 150, 200 and 300 baud (though it 
sounds slower than 100 baud). No success. Zilch. Mind you, the signal is 
almost certainly encrypted so I don't expect it to necessarily make sense, 
but I haven't found any combination that looks as if I'm decoding the 
characters properly. It's 850 Hz shift and so probably 
government/military.  It's also quite strong and so probably originating in 
NA, and it's there every night; maybe even 24/7.

What is it? Anybody have a clue?
