[OKDXA] OKQSOP Rules/Scoring ?

I've got a question about the rules/scoring of the QSOP for Rovers.  The
rules state... 
 
"Oklahoma rovers that change counties are considered to be a new station and
may be contacted again for point and multiplier credit. "

Does that work the other way around too, meaning each time I change counties
I can work the same state for a new multiplier?  What about bands?  Does a
state count as a multiplier on each band?  And then modes.  Do I get
multiplier credit for a state on different modes on the same band?
