The 7300 is HF and 6m. Software defined.  Color display, waterfall, latest technology, Tuner built in.

The 7100 is HF 6, 2 and 70cm Including DStar.  No tuner.  BW detachable display, mobile or base.  This unit is going out of production but otherwise serviceable.  Probably no firmware upgrades.

Both can take various Icom compatible tuners. 

They are about the same price more or less.  These are not really in the same class.

The Icom IC-7300 does not do 2m/70cm.  It does 160-6m.
