Boiling it down, there is a 100 year cycle superimposed on the 11 year cycle.  Cycle 24 was at the end of the 100 year cycle.  Cycle 25 should be on the upside from 24. 

Interestingly, a paper by McIntosh and Leamon, in 2017 predicts a mild cycle 25 and is not referenced in the current paper.  Hmmm..
