[OFARC] Echolink has been unavailable or the Tuesday net for the past 3 weeks

Rusty, lets get off line and do some testing; looks like we had a German
station that locked up the node. (usually its related to Windows updates)

I will also get with you off line to work with me directly when you see
issues.
