[OFARC] Upcoming Winlink RMS Gateway Changes (Harris County as of Nov 1, 2023

One additional change for the Harris County Winlink HF gateways
(KB5HCD/W0MAC/KB5MAC) is that the ARDOP mode will no longer be available.
VARA HF (wide/narrow) and PACTOR 2/3 (hopefully soon 4) will continue to be
available.
