Who owns the street??  Even gated communities usually turn street safety and maintenance over to the surrounding city or county. If not, than the HOA is responsible and the FCC will take it very serious.Who installed the light.?  Usually center point is responsible for street lights.
Sometimes the RFI comes in on the power mains but can be transmitted.  Take your HT over to the light and see if the noise is louder as you get closer.  As for a filter, you can try a band pass filter to see if it helps.

    New QTH is very radio-quiet during the

      streetlight in front of the house that is flashing and flickering,
      and either takes a long time to come on (or sometimes never really
      does come on.  I'm not sure who has responsibility for
