Ralph,

The HOA seems to be worried about liability due to the pandemic.  An option would be to individually setup battery-powered stations in our own backyards and participate individually.  So each Ham participates in WFD from their own backyards using their own rigs, own batteries, etc.

I know it's a bummer for WFD but given the weirdness of 2020-2021, it may be the way to go.  This time around it may be wise to just wait & look forward to the Annual Field Day in summer.
