[OFARC] Solar cycle 25 predictions

Following up on the paper we discussed on the net indicating cycle 25 would
be very strong, this paper from 2014, which was written before the end of
cycle 24 predicts a continuing lower trend. I don't have too many cycles
left so I hope the more recent prediction is right. More recently NOAA
space weather forecast also predicts strength of 25 similar to cycle 24
