[OFARC] Help identifying a component

I need help to identify a component on a small board on the end of a DC motor. 
A friend has a motor that is used in a marine navigation application, but the motor case has 4 leads (it is definitely not a stepper motor, the motor is Swiss manufacture (12V - 2.8A) and only has 2 leads internally).  On the end of the motor, there is a small circuit board w 3 components, 1 220 Ohm resistor (1/2 watt looks like), a smaller resistor (didn't get the value, but smaller, probably 1/4 watt), and a 3rd device I'm not sure what it is (cap or coil) 
  
This 3rd device is can shaped, 2 leads - axial, looks to be dipped covering, and is green in color (3/8" long).  There are marking on it...  QR3, then below that is HB10% 
  
We can't make out the traces on this little board, there is a plastic housing that severely limits the view. Paul is trying to make a diagram right now. 
  
Can anyone help me?? 
  
Can anyone offer an insight on the purpose of this circuit?  and why a DC motor would have 4 leads?
