That would be Patrick Mulreany WX7M in Smith Valley/Wellington and I 
believe that was CQ magazine.  I also believe it has a 240' boom made out 
of 40' lengths of irrigation pipe and supported by multiple 50' tubular 
towers.  It is fixed on Western Europe.
