Greetings Dick,
    The first question that came to my mind: Was anything else removed from
the site? Then, who has access to this site? Was the site broken into? It
would seem to me to be a very brazen act to steal just an amateur radio
repeater, from a Federal site. I can't help but wonder if this was not the
act of an officious functionary who, finding something he/she though did not
belong there, removed it without authorization? I sincerely hope that if it
was stolen the perpetrator is caught and severely dealt with. A civil action
after criminal prosecution would be quit in order, especially if any of the
equipment is damaged. If it was the act of an officious functionary I hope
his/her knuckles will be sharply whacked (more than once) and that he/she
will be required to properly reinstall the repeater on his/her own time. I,
for one, would be willing to contribute to a reward fund. Please let me
know.
