[nrv-hams] Repeaters now linked

Big thanks to Mike KE4RGY for the help in diagnosing our missing audio of
the link from Cloyd's Mountain to Brush Mountain.
The link is now fully functional, and we have enabled full power (50 watts)
at Cloyd's Mountain.

If you experience any issues, please email me directly with the issue, what
repeater you were accessing, and date/time of the occurrence.

Also, the Cloyd's Winlink station is now operational.
