[nrv-hams] Cloyd's Repeater - Net tonight

The Cloyd's Mountain Repeater is having the interference issues today and
is currently turned off.

The Net may be ran from the Brush Mountain repeater tonight at the
discretion of Net Control.
I will continue to monitor as late as possible, but may end up not turning
it back on until the morning.
We have a working hypothesis for the issue and hope to implement a solution
soon.
