[nrv-hams] Repeater issue resolved

Thanks to N4JHP and KM4KAQ my issue reaching the SKYWARN 745 repeater has
been solved.  I thought it might be an antenna issue, but until tonight had
no way to test that theory.  Yep, so now I have a reason to build the 2m
Moxon I've wanted to build for some time.
