Garland, where did you see this?  I ask as I was just on the FCC's site and
didn't see anything on it.  Nor does the ARRL have anything on this. It
would have to go through the standard procedure of licensing, so we'll stay
tuned.  If you can get a link to the page where you saw it please forward
