Thanks for the suggestions.
I completely forgot about carbon pile testers. Found one from Harbor
Freight for under $50 with coupon that goes to 500A (15 seconds).
That may work for me as best value.

The heater mentioned got me through about an hour of looking through ebay
for DC heaters that I could easily build into something thatI could run a
little longer, but varying the load seems to have crept up into my list of
requirements. This would only be possible by switching on/off more or less
banks of heaters, but may be useful. A system of these heaters could
probably be built for around $50 until you add relays for big amperage.

For now, I think I'll try the carbon pile tester.
