wondering about interpreting this NY-based info relative to SW VA.

Does it mean that 8 MHz signals from green area of VA will be weak or not
received in the 6 MHz brown area around NY?

Does it mean that 8 MHz signals can be received  anywhere in the green
zones, even by nearby stations?

Obviously, I'm confused...
