To All:
We are now coming down the stretch so we need to keep you posted on the
SET. I will be sending our an attachment of 10 messages (250 outgoing
messages) for each location. These messages will all include a line that
reads, "This is a drill, this is a test", this needs to be read at the
beginning and end of each message. The messages are in a text format to
allow all of them to be sent via Winlink in less time than in a pdf or
other format. Try to go by the time stamp on the messages to allow these
to be sent over the duration of the whole exercise. Be sure to reply to
all messages that need a reply. Keep track of all your traffic handling
both sent and received for later reports on your group's activities.
We will have an HF net on 75 meters and will shift to 40 meters for long
haul messages if 75 meters bombs. Send as much traffic as possible via
Winlink if you have Winlink available. If you live in an area that is not
part of the Appalachian Power grid, you will be able to send conventional
emails to Winlink stations within the Appalachian Power coverage area. To
do this, you will need to place the following in the subject line of your
message; *//WL2K P/ *you can then add a subject of choosing following the
special Winlink code that will allow you to bypass the white page filter.
If you fail to place this in the subject line the server will reject your
message.
In regard to local nets, each area will need to select your own net control
for your local repeaters. You should only use repeaters that have
emergency power as part of these site. You do not need to switch over to
emergency power but it must be available. You can find form ICS-205s with
repeater frequency listings for various areas. Print these out prior to
the exercise. Remember that 147.33 on Rock Mountain outside Lexington
provide a great resource to pass traffic from Richmond to Western Virginia
as far west as Wythe and Carroll Counties VA.
For additional information go into the exercise website and print
information that might be critical to your mission. The overall site is
http://www.w4ghs.org/LightsOut.html the forms page is
<http://www.w4ghs.org/Lights_Out_Forms.html>
http://www.w4ghs.org/Lights_Out_Forms.html. Be sure and take photos of
your groups activities so they can be shared on the website following the
exercise. Check back at the website often between now and the exercise of
any changes.
If you have questions, contact me at 276-398-3548 or email me at

Thanks,
Glen Sage, W4GHS
