[nrv-hams] APRS madness

The condition I described a few days ago on APRS has gone away, so I am
assuming that either  144MHz propagation was exceptional as Kay suggested,
or someone configured a digipeater improperly.  Reading the raw packet logs
is pretty boring and I don't understand all the data.
