[nrv-hams] road repeater site

The issue is the administrator settings for mailman reflector software
are set to NOT ALLOW attachments.  The administrator for nrv-hams can
(and probably should) set mailman TO HOLD FOR APPROVAL email's such as
Danny's which definitely have things which are pertinent and probably
appropriate.

So Danny's computer is not likely at issue.  The mail reflector
computer/software settings are.
