[Novice-Rigs] Low Grid Drive

I just picked up a Globe Scout 65A. This is the rig I used as a Novice and
pleased to have one back in the shack. Its appearance is in only fair shape
but the wiring looks good, like it was factory or done by a very good kit
builder. My problem is that it has low grid drive. I am in the process of
checking all the components in the oscillator circuit but haven't found
anything too far out of tolerance yet. I did replace the coupling cap from
the 6v6 to the 6146 to its original value of 33 mmf. No change. Its the same
on 80 or 40 and have tried several different xtals. Tubes all test good and
I have substituted the 6v6 and 6146 but have the same results. Just thought
I would see if anyone could help with comments. Also the 5 knobs are not
original and the front panel is poor so looking for replacements. Any parts
units out there?
