I’m not 100% sure whether it is still available but there was a scenic view over the river on highway 13 around 1/4 mile west of highway 55 and just south of the Mendota bridge in Apple Valley/Medota Heights. Some of us used it many years ago for targets to the west. I worked KM0T there and it was possible to park right by operating positions.
