First, I was in two-way and cellular engineering for 40 years. Based on my experience: 4G and 5G strives for low power. This is not the days of high power analog. Also, the antenna have a narrow vertical beam and at 400 ft the major of the RF is above the property.  So, you have low power being beamed (Star Trek technical term) above the property. I would say from a safety standard it's safer as, has been said a phone stuck to your ear. Besides, if it their carrier, they will have great in-building coverage and max 5g speed.

Holding a cell phone to your ear is probably much much more troublesome that living 400 ft away from a cell tower.   EMF very close to the antenna (ie, like a cell phone) can be "high" but they drop off very quickly with distance.  As Mary said, no issue (unless he wants to operate on 902).
