Not sure what radio you have but any data/audio cables to the
radio are suspect... ferrites are your friend on any cables
leaving the computer including the power cord! I ordered double
shielded USB cables to cut back on this... sadly that supplier no
longer carries them!

When you say "LOADED", I'm assuming that you mean installed on the drive. Have you looked at Task Manager when this is going on to see if it has started any services/background processes that might account for this?

The source ... ANY TIME WSJT-X v2.5.4 is LOADED. It does not need to be running, I can turn the monitor off, unchanged, mode makes no difference. WSJT-X being loaded on this machine generates this noise.
Strange!!! The computer is a Dell ::
Intel(R) Core(TM)2 Quad core Q9400 @2.66GHz -- 8GB memory
Win 7 -- 64 bit operating system.
I'm still trying to get my head around this!!
